Wire token for crate::update::Outcome in JSON DTOs.
Byte-identical to crate::update::Outcome::wire_token’s output. Kept as its own
discriminant-only enum since Outcome’s variants carry data (ManifestEdit, SkipReason,
UnfixableReason, …) that must not leak into the DTO shape.
