Evidence planes supplied by a host or SDK adapter.

The bundle owns its bytes so a VerifiableOperation can be passed across an FFI boundary without borrowing a filesystem reader or a process-local store. The byte layout remains the canonical wire layout validated by the runtime chain validator.
