The dense, defaults-free configuration written into the genesis record (§7.3).
Every Option that stood for “use whatever this binary defaults to” is gone. The Options
that remain — max_wall_ms, the quota axes, budget_grant, memory_access — encode a real
value (“no wall limit”, “uncapped”, “not reservation-backed”, “no memory plane”), which is why
a replay of this record on a newer binary produces the same decisions it did on the first run.
