Budgets and loop guards (§13.3 · SetCriteriaGate, SetRepeatFuse, SetEntropyWatch, and the SchedulerBudget the constructor may no longer accept, §13.1).

SetSchedulerBudget has no counterpart in the live union: the only axis it ever carried was max_wall_ms, and the live form of that is HostCommand::UpdateDeadline.

§max_context_tokens: Option<u32>

Context window size the pressure monitor works against.

§max_turns: Option<u32>§max_total_tokens: Option<WireU64>§max_wall_ms: Option<WireU64>

Absolute wall budget. Absent ⇒ no wall-clock limit; that is a value, not a default.

§criteria_gate_enabled: Option<bool>§repeat_fuse: Option<RepeatFusePolicy>§entropy_watch: Option<EntropyWatchPolicy>
