Syscall-gate policy — the complete posture, replaced atomically.

The same type is the operation’s initial governance (§13.1) and the payload of the one live governance mutation (§13.2). That is deliberate and is not the historical mistake: the legacy ConfigureRun.governance and LoadGovernancePolicy shared an implementation while living on two wire paths with no authority distinction. Here there is one wire shape, and the authority is carried by the input class that transports it — ConfigureOperation once, or a revision-guarded ApplyPolicyPatchCommand afterwards.
