Enumerate this operator’s still-appealable slashes from CapacityBond, then return the shared detected-slash store (for the admin surface) and the SlashRecorded Route the shared poller drives to keep it current.

The enumeration retries transient failures on boot’s budget, like the CapacityBond registry bootstrap that runs on the same contract immediately before this one; a deterministic fault or an exhausted budget fails the bootstrap. Once running, a transient tail RPC blip retries with the shared poller’s backoff, and the periodic resync repairs any drift — so detection is never disabled for the daemon’s lifetime.
