Request body for admin_v1_drain (issue #244). Required, as is its one field: a caller states which shutdown ordering it wants.

Fields

wait_admin: bool

When true, ask the runtime to keep the admin server alive through router.shutdown instead of closing it early (issue #604). This is the opt-in seam for decdn node drain --wait: the CLI polls admin_v1_health for in_flight_streams == 0 and the admin port must stay open long enough for that loop to observe completion. false keeps the SIGTERM ordering (admin closes before router.shutdown); true only reorders that single drain.
