decdn node lookup — unpaid client-side discovery of active nodes via
CapacityBond.getRegisteredNodes (#1481). Unlike register/bond/unbond/
deregister, this never loads a keystore: [discovery::active_nodes]
builds its own signer-less read-only provider, so chain_ctx::resolve’s
keystore/data_dir outputs are simply unused here.
Filters (--node-id, --region) are applied by the pure, network-free
filter_candidates. With --probe, the result, sampled down to SELECT_K, is
ranked by measured cdn/probe/v1 round-trip time via probe_and_rank;
without it, candidates are printed as listed, with no RTT.
