decdn node reload: call admin_v1_reload on the running node to
re-read the config file it was started with and apply the
hot-reloadable subset (issue #373). Equivalent to kill -HUP <pid>
for operators who’d rather not stat the PID — and shares the same
internal mutex, so concurrent SIGHUPs queue rather than race.
