decdn node pools: call admin_v1_pools on the running node and print its
buyer-side PaymentPool state — the pools it pays upstream providers from.
This is the only read path to the daemon’s buyer.redb: redb holds a
process-exclusive lock on that file for the node’s lifetime, so nothing can
open it from disk while the node is up (#2078).
