Test clock: a manually-advanced counter. Deterministic — no real time passes. Cloneable so a test can hold one handle and the breaker another, both observing the same advancing value.

Advance the clock by delta. Saturates rather than panics on overflow (a test advancing past Duration::MAX is a test bug, not a reason to violate the anti-panic policy).
