Builder for GenericListArray

Use ListBuilder to build ListArrays and LargeListBuilder to build LargeListArrays.

§Example

Here is code that constructs a ListArray with the contents: [[A,B,C], [], NULL, [D], [NULL, F]]

let mut builder = ListBuilder::new(values_builder);
