StatelessCodec structure to use in order to create a H.265 stateless decoder.

§Accepted input

A decoder using this codec processes exactly one NAL unit of input per call to StatelessDecoder::decode, and returns the number of bytes until the end of this NAL unit. This makes it possible to call Decode repeatedly on some unsplit Annex B stream and shrinking it by the number of bytes processed after each call, until the stream ends up being empty.
