The full plan: the destination (PlanState, flattened on the wire, the only part the digest hashes) plus the deltas against the current baseline — the deploy record when one exists, else the modules the migration lockfile knows. Every list is sorted and every map ordered, so output is a pure function of the inputs.

The hashed destination.

modules_added: Vec<String>

Slugs in the resolved set that the baseline does not have, sorted.

modules_removed: Vec<String>

Baseline slugs the resolved set no longer carries, sorted. Removing a module takes its data out of the served venture, so a plan with any of these is destructive and fz deploy demands the second consent for it.

capabilities: Vec<Capability>

What each added module needs, from the catalog: its tier, the modules it requires, and whether the author selected it or a dependency pulled it in. Sorted by slug.

config_added: Vec<String>

Config keys the baseline does not have, sorted.

config_removed: Vec<String>

Baseline config keys the manifest drops, sorted.

config_changed: Vec<String>

Baseline config keys whose value changed, sorted.
