Decrypt and replace one EncryptedData element in a caller-owned XML document.

When encrypted_data_id is None, the document must contain exactly one EncryptedData. The decrypted value must declare either the XMLEnc Element or Content type. Plaintext is parsed inside a bounded replacement wrapper before insertion, and the returned document is parsed again before exposure.
