Every scope the targets want, except who the token is and the boards’ cards.
The owners whose board lists are wanted include the token’s organisations,
which are known once Scope::Viewer is held — so it is synced before
this is asked. The cards of a board are known only once its owner’s board
list is held — a board is referenced by number and its cards by its node id
— so those are decided after that list is current; see board_scopes.
