Bindings between boa-cat (JS engine) and the DOM (html-cat tree) plus fetch (net-cat). v0.7.15 adds `:not(selector)` negation pseudo-class to the v0.7.13 pseudo-class roster. The argument is a full SelectorList so `:not(.foo, .bar)` and `:not(:not(.foo))` (nested negations, Selectors Level 4) both work via balanced-paren scanning. Reaches scripts through `querySelector`, `querySelectorAll`, `matches`, and `closest` -- all reusing the v0.7.8-14 selector machinery. Seventh sub-crate of a Servo-replacement webview runtime targeting Tauri.
