Small region subtag primitives for `RustUse`.

## Example

## Scope

- Validate 2-letter region subtags.
- Validate 3-digit UN M.49-style region subtags.
- Normalize alphabetic region subtags to uppercase.

## Non-goals

- Geopolitical opinions.

- Subdivision data.
