Ordered in-memory event stream wrapper for `RustUse` events.

## Scope

- Keep an ordered in-memory collection of events.
- Provide push, iteration, length, and emptiness helpers.
- Leave event type and ownership to the caller.

## Non-Goals

- No async stream abstraction.
- No broker, queue, or scheduler.
- No persistence or backpressure.

## Status

Experimental v0.1.0 primitive.
