The parser runtime for usage-rs.

This crate holds the part of a CLI parser that runs on every invocation: a cursor over argv and a matcher that walks static tables emitted by usage-derive. It deliberately has no dependencies, builds no command tree, and allocates nothing when a parse succeeds.

Help text, error rendering, and spec emission are not here. They are cold paths, and keeping them out of this crate is what makes the hot path small.
