Get Wii/NGC game titles and gamehacking ids from Rust. Offline and no dependencies.

The compress feature enables compressing the data with miniz_oxide (disabled by default).

Meant to be used in https://github.com/mq1/TinyWiiBackupManager, but can be useful to other projects.
