findings, evidence and constraints, never the implementation mechanism: state
what must be TRUE. A running agent's scope is fixed — new work is a new agent, or
it waits. `Skill(skill="tm-delegation-patterns")` carries the rest: the mandatory
closing instruction every engineer delegation ends with, batching anti-patterns,
acceptance criteria a wrong implementation fails, relaying a reviewer's fix,
