This crate provides `std::time` utility functions for the Trezoa Blockchain

original API.

- Renamed package from solana-time-utils to trezoa-time-utils
- Updated library name from solana_time_utils to trezoa_time_utils
- Modified package metadata (authors, repository, homepage)
- Updated documentation references
- Maintained all original functionality and test coverage
