//! Capacity is what a **cycle**, a **team**, or an **assignee** is allowed to commit
//! to, counted in an estimate unit this repository already declares. This module root
//! is WP01's: the `[capacity]` section of `tix.toml`, its scopes, its validation, and
//! the boundary that keeps a closed cycle's evidence out of a configuration edit's
//! reach. Later work packages add the conversion/index half beside [`config`], the
//! shared calculation and warnings, the immutable snapshots, and the CLI/TUI/MCP/
//! portable surfaces — nothing here reads a clock, a daemon, the network, or a new
//! dependency.

//! [`config`] carries the whole shape, the refusals, and the exact guarantee this
//! package makes about closed cycles versus what WP04 owns.
