What an owner currently holds and currently lends out.

Exactness: both values are settled at every checkout, return, team take, lease drop and trim, so ArenaProvider::stats is exact whenever no execution is in flight. While one is, a checked-out slot is counted at the capacity it had when it was checked out, so retained_bytes is an unsettled estimate that can lag growth or shrinkage until the call returns.

Capacity the owner holds: worker A/tile/scatter and team panel/scatter/barriers, idle or in use.

leased_bytes: usize

The part of retained_bytes lent to a call right now.
