tauri-runtime-servocat 3.9.0

Servo-replacement runtime for Tauri: wires html-cat, css-cat, dom-cat, layout-cat, paint-cat, net-cat, boa-cat, ecma-runtime-cat, and web-api-cat into a single rendering + scripting pipeline. v3.9.0 picks up net-cat v0.3 so webview navigation transparently follows `Location:` redirect chains (RFC 7231 §6.4 method-downgrade + cross-origin credential stripping, capped at 10 hops) and decodes `Transfer-Encoding: chunked` response bodies (common over TLS-terminated CDNs). No consumer-side wiring change beyond the version bump -- `try_http_url` calls `net_cat::fetch` which already gives back the decoded body of the final hop. The Servo no-AI policy disqualifies upstream contribution; this is the AI-built parallel.
