tauri-runtime-servocat 3.8.0

Servo-replacement runtime for Tauri: wires html-cat, css-cat, dom-cat, layout-cat, paint-cat, net-cat, boa-cat, ecma-runtime-cat, and web-api-cat into a single rendering + scripting pipeline. v3.8.0 teaches `parse_js_cookie_writes` to recognise Set-Cookie-style single assignments: when JS does `document.cookie = "name=v; Max-Age=600; Path=/"`, `Cookie::parse` is tried first and the resulting attribute-bearing cookie is merged whole; plain multi-entry strings still fall back to `Cookie::split_parse` so the v3.6 multi-merge behaviour is preserved. The Servo no-AI policy disqualifies upstream contribution; this is the AI-built parallel.
