RIPE Atlas Controller Communication

This crate handles all communication with the RIPE Atlas infrastructure:

• SSH tunnel management for secure controller connection
• Registration protocol (INIT, KEEP commands)
• Telnet interface for receiving measurement commands
• Reverse port forwarding
