Globs of the intent: never written during implementation.

intent_reason: &'static str

Why an intent write is refused.

authoring_path: fn(&str) -> bool

What a planning skill writes without asking.

command: CommandRule

The format’s own commands: Some(Ok) runs without asking, Some(Err(why)) is refused, None is classified like any command. The flag is whether a hosted planning skill asks.

env: &'static [(&'static str, &'static str)]

Environment variables every command of the project gets.

authoring_refusal: fn(&str) -> String

Why a planning skill’s other write needs approval (path given).
