Signed cut decompositions

Low-level API to form matrix approximations of the form $$A \approx S C T^{\top = \sum_j c_j \mathbf{s}_j \mathbf{t}_j}\top$$ where $S, T$ have entries in ${-1, 1}$ and $C$ is a diagonal matrix of real numbers.
