Operation context for SCIM resource validation.

Different SCIM operations have different validation requirements:

• CREATE: Server generates ID, readonly attributes forbidden
• UPDATE: ID required, readonly attributes ignored/forbidden
• PATCH: ID required, partial updates allowed

Resource creation operation - server generates ID and metadata

Resource replacement operation - full resource update
