Host-side PolkaVM backend for the [sp_virtualization] host functions.
Provides the concrete [VirtManager] that drives polkavm to compile, instantiate
and execute programs on behalf of the runtime. Register it with the externalities via
[sp_virtualization::VirtManagerExt::new].
