Whether the evidence may count toward satisfying a requirement at the evaluation instant as_of (the compliance engine’s injectable clock, never an inline wall-clock read).

Fail closed: evidence with expires <= as_of (expired) or created > as_of (anachronistic — created in the future relative to the evaluation instant) never counts. Missing timestamps impose no constraint.
