A directive naming a rule that does not exist silently does nothing, and on the CLI that is a line of stderr next to the findings. Editors show diagnostics, so the language server reports it as one and the mistake is visible where it was written. The span covers the whole line: the validator locates the comment, not the rule name inside it.
