Bounds this request against the shared blocking lane.

The value is combined with the lane’s phase budgets, so it can only tighten them and can never widen a shared lane limit. It is deliberately separate from the durability deadline passed to MetadataIoActor::submit: an admitted write keeps its ordering and byte charge when the caller stops observing it, while a request whose lane deadline has already elapsed is refused instead of started.
