# The compatibility declarations of this release's bundle: what a target

# schema, and a bundle that carries no file at all declares exactly that.

# the release above which every release either ships a guidance file or
# needs no operator step, so a record below it reads as partial coverage.
# guidance.no_steps records the releases that changed a landed
# destination and needed no step, so the authoring gate can tell a
# deliberate silence from a forgotten file. forge.<name>.minimum is the
# forge version floor the landed files rest on. An intermediate entry
# names a release a landing must pass through, so an upgrade that would
# skip it is refused naming the version.
