# PHASE 09 — Docs, claim boundary, final audit
Tasks:
1. Update docs for z.py modes, policy, ecosystem parity, verification, and safety gates.
2. Document non-goals: no publishing, no signing by default, no full DLP, no registry superiority claims.
3. Produce final package.
4. Verify package from a copied location.
5. Produce hostile-auditor handoff.
Final report must include:
- changed files;
- commands run;
- pass/fail/skip table;
- package hash and content manifest hash;
- ecosystem adapters implemented/deferred;
- remaining risks;
- rollback path.
