This file exists so that the licence is discoverable in the
conventional place. Tools that look for a project's licence -- GitHub,
the OpenSSF Best Practices badge, OpenSSF Scorecard, and package
mirrors -- look for a file named LICENSE. Two files named
LICENSE-APACHE and LICENSE-MIT are the correct way to carry a dual
licence, but on their own they answer a question none of those tools
knows how to ask.
