Successfully implemented comprehensive test infrastructure for Phase 3 features. All 50 tests pass.

## 1. Install Test Dependencies ✅

## 2. MSW Setup ✅

## Key Patterns Used
1. **i18next Mocking** - All tests mock `react-i18next` to avoid translation dependencies
2. **QueryClient Wrapper** - Hook tests wrap components in `QueryClientProvider`
3. **MSW Server** - API calls are intercepted by MSW handlers
4. **Component Pattern Testing** - Tests verify rendering patterns used by actual components
5. **Utility Function Testing** - Percentage calculations, status detection logic tested directly

- Tests are designed to work with future Phase 3 components (budget, agent-groups, a2a)
- Pattern-based tests verify UI structure before components are fully built
- MSW handlers cover all API endpoints used by Phase 3 features
- Hook tests use mock data instead of real API calls for deterministic results
- E2E tests use existing routes (`/budget`, `/agent-groups`, `/a2a`) that need to be created
