Initializes the module with an empty KAT registry.
Convenience wrapper around initialize_with_tests for contexts
that want to exercise only the state machine (notably
fips-module’s own unit tests). Production callers of this crate
must use initialize_with_tests with the full approved-service
KAT set — a FIPS module that ships no self-tests is not compliant
with SP 800-140B regardless of whether the state machine runs.
