Process orchestration for OxDock environments.

Part of the OxDock workspace.

Process orchestration layer. CommandBuilder constructs cross-platform commands with env expansion, shell resolution, and background-mode support. Under Miri the process manager is replaced by a synthetic implementation so tests stay hermetic.
