Relicense: GPL-3.0-only -> AGPL-3.0-only, as a COMBINED WORK (2026-10-20)

At the maintainer's direction (GitHub issue #973), this crate is licensed
AGPL-3.0-only from this date, and `LICENSE` is the AGPL-3.0 text.
This crate contains code translated from a COPYLEFT upstream: OpenFOAM
(GPL-3.0-or-later). A translation is a derivative work of that upstream's
copyright, so those files CANNOT be relicensed. They stay GPL-3.0 and their
SPDX headers are unchanged; no file header in this crate was touched by this
pass. "Or later" does not help, because AGPLv3 is not a later version of the
GPL.
The crate therefore conveys as a COMBINED WORK under GPLv3 section 13 and
AGPLv3 section 13, each of which grants permission to combine the two: the
GPL-3.0 parts remain under the GPL, and the AGPL's network-interaction
obligation applies to the combination as such. The GPL-3.0 text ships beside
the AGPL-3.0 one as `LICENSE.GPL-3.0`, because GPLv3 section 4 requires the
licence text to travel with the covered work and a crates.io tarball holds
only this directory.
Versions already published to crates.io keep the licence they were published
under, forever; this affects future versions only. No version was bumped.
