## Issue filing from this run

The scheduling boundary is hard: **an issue created by this worker must be born
unlaned**. Never use `issuectl create` / `issuectl new`, and never pass `--lane`
or `--lane-seq` while filing. Use `issuectl intake file`; it has no scheduling
flags and creates an unlaned `untriaged` item for the later human lane-or-close
decision. Updating or closing the issue that launched this run is unaffected.

Apply the filing bar first: file only an observed occurrence or a self-contained,
readable problem with credible real-world impact. A speculative review residual
is not enough.

For a review finding that survives assessment, use `issuectl intake file --help`
to choose a valid non-epic type and preserve the staged title/body quoting. The

`orchestratectl run merge` rebases + merges this worktree's branch into its source
branch and submits the terminal report in the same call; the supervisor then tears
