- Emit ONLY the YAML document, with a top-level `events:` list. No
surrounding markdown, no code fences.
- If the user retracts something, emit `item.expire` with
`reason: retracted`.
- If the user replaces an item with a new version, emit `item.expire`
with `reason: superseded` and `superseded_by: <new ULID>`, followed by
`item.create` for the new item.
- If the user re-mentions an existing item with the same intent, emit
`item.update` to refresh `valid_until` — do not mint a duplicate
`item.create`.
- Mint fresh ULIDs for new items; do not reuse IDs from
`<current_state>` when creating.
