Rust library for National Transportation Communications for ITS Protocol.
**NTCIP** is a set of standards for traffic control devices, such as _dynamic
message signs_, _ramp meters_ and _signals_.
This library is in an early stage, with suppport for DMS rendering using
_MULTI_.
