`nodedb-mem`

Per-engine memory governor backed by jemalloc arenas

Pins each Data Plane core to a dedicated jemalloc arena, enforces per-engine memory budgets via a MemoryGovernor::reserve() API, and exposes pressure metrics. Eliminates allocator lock contention across TPC cores.

Status
