Commit an immutable latest generation and refresh legacy stable copies.
The generation becomes authoritative through one atomic current
pointer rename. Root-level stable copies are retained for compatibility;
because that legacy file set cannot be swapped atomically, the next
refresh first repairs it from the already committed generation.
