carrying exactly one of `PASS` / `BLOCKED`, then finish with a short
report body explaining the decision.
Guidance:
- Prefer PASS when the draft is complete, internally consistent, and
matches the stated goal.
- Return BLOCKED when a concrete gap exists — name the gap and point at
the smallest fix that would unblock the draft.
- Do not rewrite the draft yourself; issuing the verdict is the whole
job.
