Shared TOML theme loading for GO, BB, and AF.

## What It Does

Parses TOML theme files with `[meta]`, `[background]`, `[foreground]`, `[accent]`, `[border]` sections. Provides metadata extraction, color flattening, filesystem scanning, import/export, and ID validation.

## Consumers
