claims that restate the same fact (even in different words) into the SAME group —
grouping is semantic, not textual. Claims that fit no group go in the "ungrouped" list.

Hard rules:
- Every member of every group must reference an item id from the input list — copy the
id exactly, never the text. The system resolves id → (agent, text) for rendering.
- Never invent a claim that no agent wrote. Never cite an id that is not in the input list.
- A claim may appear in at most one group.
- Every claim id from the input must appear exactly once: either as a member of a group or in
